Edit PaySplits on Service-Limited Services

What's New
Admins can now edit paysplits for every service on an inspector, including services that inspector is service-limited from.  A Service Limited
 badge shows which services have a limitation.
Why It Matters
When you manually assign an inspector to a service they're limited from, you can pay them correctly.  You no longer need to turn a service limitation off just to set a split.
Details
Pay split fields are editable on every service and add-on row.
A Service Limited
 badge appears next to any service or add-on the inspector is limited from.  It's for reference only and doesn't block editing.
Copying pay splits
 from one inspector to another now brings over every service, and all of it is editable.
Adding or removing a service limitation keeps any pay split you already set.
Each row in the Pay Splits table now has a divider line, so it's easier to follow a service across the columns.
Auto-assignment is unchanged.
  Service limitations still keep an inspector from being auto-assigned to those services.
